I need advice on using dynamic links

(Apologies - this thread was originally posted with a misleading title)

Each time I add a new page to my site, I have to republish all pages to display the link to the new page. I would like to be able to generate the links without having to rebuild everything.

I have two concerns about using javascript to generate the link text a) it makes the site useless if client-side scripting is disabled and b) could robots follow the links if I do that.

I would appreciate any advice on the best way to handle this.
