info on creating customer accounts and upload files

Hello,
Does anyone have any information or tips on how to allow customers to create accounts on my website and furthermore how to allow them to upload files to my website servers (and those files will associate with the account owner). I am using Frontpage as the authoring tool but my website is hosted on Unix servers I think (yahoo webhosting services).

For your information, I am looking for something similar to this (see the Webmaster Client Area) http://www.cescripts.com/products.php. This one is for Linux platform and it seems there is recurring charge annually... And I am not sure if it would work for me...
