Second Nav Bar... still having problems

I've been told to now put this Nav bar onto the website I'm working on and it isnt really going very well.

I'm having problems placing the <ul> and <il> tags around my coding.

This is how its ending up: my site

As you can see its nothing like its meant to be, its using php coding to generate the links I have.

Can anyone help me out a bit with this?

I've got it to lay out the first options, but I'm struggling to get the side options to work now. Any help would be greatly appriciated.
