I'm making a site with sections. Sections is shown in menu at left with sublinks (www.otakuanimation.com).

I wan't to give the admins the abbility to change order of the sections.

I was thinking like this:

Otaku Animation - [scrolllist] (choose number)
Anime/Manga - [scrolllist] (choose number)
etc etc

So if I make Anime/Manga number 1, then Otaku Animation will not be number 1 anymore...

And lastly save it.

The only thing I need help with is: "So if I make Anime/Manga number 1, then Otaku Animation will not be number 1 anymore..."

I suck at explaining... but hopefully you get what I meen.
