i have 2 backgrounds. isthere a way to make a table or picture not trigger the scrollbar when it is outside the page. basically give it a background effect

That's a little vague, to me. The overflow style property of the containing element and/or the element itself can often influence that behavior. So can the scrolling attribute, if it is a valid attribute for a given element.
