    You can't. Google doesn't allow spidering.

    Google will send its bots to your site, just be patient. However, if your site has little traffic and is not linked to from other sites, unless it is unique in some crucial way, even so it may get a low ranking. Also, if it is on a server that may discourage bots or you have set up anything to discourage bots, the Google bots may not reach it.

    You can probably speed up the process by submitting your site to Google:

    http://www.google.com/addurl/

    But make sure first that your site allows bots. And since it also helps to have a short descriptive title (in you page's title tag) for your main page, and well organized short descriptive headings (h1, h2 and/or h3 tags) throughout the page that elaborate upon the purpose/content of the site, as well as text in the general div an p tags that use language that adequately describes the purpose/content of the site in detail, make sure those things are taken care of first as well.

    Well, although it is generally best to do all of the things I first mentioned as being good before registering, any you haven't already done will help if done now.

    There is some debate about meta tags, though these two, ex:

    HTML Code:
    <meta name="description" content="Free Web tutorials">
    <meta name="keywords" content="HTML,CSS,XML,JavaScript">
    Can be helpful if they include only information that actually pertains to your site, and are not too long. Try to keep the description one short and sweet, limit the keywords one to about 40 keywords at most.

    None of this will really increase traffic all that much, other than if they give you a higher ranking on Google and other search engines.

    The best way to generate traffic is to have a site that actually is of use to and/or of interest to folks, something they would find it hard to do without.

    With that you will find it easy to get other sites to link to yours - the best way to both achieve a higher ranking in the search engines and to attract actual users.
