css ie8 issue

Hi,

The website I am working is www.hsd.state.nm.us and this looks funky in IE8. Even though there is the compatibility view fix and the meta tag fix for IE8, but I still need to fix the css for the menu of the website. Any help to fix the ie8 bug in my css is appreciatable.
