trouble with ie menu

hello i am very very confused.
i am trying to make a website work for ie7 or 8
the website looks perfect in firefox google chrome safari but not ie

what is stumping me when i load the home page in ie is the two bottom menus top projects and just upload projects are all over the place.
can sombody please enlighten me on what is going on thank you very much
