Unable to locate area to attach stylesheet.

Hi, I am having some trouble with the "Bottom slide tooltip" Basically the 2 problems are:
I am trying to attach a styesheet to the div that pops up, but I cannot locate were to attach the tag.
And, how would I make the div tag be completely toching the edges of the moniters of the users?.
Basically, suppose we divide a mointor LCD in to %'s, I would like the div to be 100% visible bar on the bottom. I just don't know what tag to use, I tried many but it didn't work, please keep inmine that this is for *ALL* the sizes of the monitor LCDs that will view the div, it has to be 100% streching from left to right on all monitor sizes.
