Javascript Help with mutiple checkboxes

I have an odd problem that maybe someone could help with.

We have an employee that when filling out a form we have created checks all of the checkboxes at once without following down the form one by one, whch is what we require to ensure the procedure was completed.

Question:
Is there javascript code or something else that may be integrated into the form or the php script that will disable the ability to do this, basically forcing him to check each individual box?

How does he check them all at once?
You mean there's a "check all" checkbox?
Or he uses a bookmarklet to check them all?
