Set some kind of grungy background layer behind your text.

Right click on the text layer and click "Rasterize Type," then run Filter>Blur>Radial Blur. Change the Text's layer style to Overlay, Multiply or whatever looks good to you - change the transparency to your taste.

And you're done.
