Need Help With Splash Page Script Install on Cubecart site

I am new to this site and i find it to be a great resource. I need help with installing the Splash Page script into a cubecart website. Since it's more of PHP and not html, where would I insert the code "<script type="text/javascript" src="splashpage.js">

I understand that it would go on the page that I would like but this site isn't html.

Please pardon me if this seems basic, but I am just learning. I appreciate the help in advance.
