Hi,

I need to implement a user access website where clients pay to get service. Could some one kindly let me know how this works and how it is implemented.

1. Sign Up Process
2. User Control (username and password)
3. Billing system
4. Plans (e.g. Gold, Silver, Bronze)

How big are we aiming here? < 100 clients, you'd be OK implementing a mailing system, with PayPal, a small database and manual updates. If you're going to get really big, you'd want to implement a big database and automatic ordering.

well in the start all starts small.... then it GROWS.. cant use paypal as am in kenya and no paypal service here.
What sort of database? how is it setup?

Try MySQL. It will need to be installed on the server.

ermmm have any template on such a website?

Billing can be handled by email, or by automatically transferring the money. I have no idea how you'd go about the latter.
