Interference with other script

Script Title: jQuery Scroll to Top Control v1.1

Problem exists on a forum which is powered by MyBB.
This script interfere with another script which is a shoutbox.
The shoutbox will be showing loading forever.

What library is the Shoutbox script based on (ie: jQuery, Prototype etc)? Anyhow, inside scrolltopcontrol.js, try adding the line in red to it:

jQuery.noConflict()

However, how can I implement this smooth scrolling to a link?
Which is the anchor tag (<a></a>)?

As for the shoutbox, I'm no web programming guy.
But I think it's Ajax since it says so.
