need help with <textarea> and <blockquote> i cant posting any thing

I am a new blogger user, When i do a new programming post and sure i will put some of codes i have 2 errors.

the first when i depend on <textarea> to add any codes in it i have alot of <br> after pushing enter in my publishing post and sure the source code have errors.

the second after adding html codes in <blockquote> and when i publish the post nothing appear.

i ask for how can i remove <br> from <textarea>???(first problem)

how can i set blockquote to appear the html codes????(second problem)
