Image swap on hover

I am trying to replicate the image swap feature that is on the BBC home page. So when you hover on the button, the image changes and the button colour changes. However, when you hover off the button elsewhere on the page, the colour remains highlighted.

Whilst I can achive the image swap effect, I cannot get the onmouseout effect to be the same. Any ideas?? Can I do this in CSS or will I have to do the whole thing using javascript?
