Script To Change Simple Text At Specific Time

Hey guys,
Newbie looking for a script that performs the following;

Looks at the local time, then depending on a predesignated time, it returns text results. I need the background color and text color configurable, and also font size. Well I say local time but we are pacific and if the event is 6am can it pull in NY at 9am?

This is being used for an on-line radio station so we can pull text that simply says the name of the DJ and the time he is on. Once the shift (time) changes, so does the text.

e.g

8am PT: ON AIR RIGHT NOW: Dave Elliott
at 12pm PT it changes to: : ON AIR RIGHT NOW: The Buzz
etc etc.
