scrollable content II won't scroll & empty space

Having some trouble with scrollable content II:

The page I'm having trouble with is at:

The actual script is in a frame on a page at:

The first problem is that the scrollable content won't scroll unless you refresh the frame. If you just look at the frame content page by itself, everything works fine, but from the main page, you have to refresh it once to get it to work. The site is still real rough, so I think there might be a conflict of scripts. It doesn't seem like there's anything wrong with the script itself. I have a few other javascripts going, many of which are in .js files.

edit: the problem does appear to be with the iframe SSI script

which, in index1.html, is in ifr.js

The second thing that's annoying is that the scrollable content box creates a big empty space after the scrolling content, allowing the user to keep scrolling down. I think it's a bit annoying and ugly, so if anyone has any suggestions, I'd appreciate it.
