How to overlay the scrolling html body

i have seen a site that has a cutout overlay that show a scrolling html body underneath. does anyone know how to do it?

well filesoup.co.uk had the skin but they removed it.

but its like a cardboard cutout over the top of the main page and the scrollbar is on the far right edge so it cant be iframe, (i dont think?)
