Layer <div> position

I want to make a layer stay a relative position on a page, even though the user is scrolling on the page. Anyone have any tips on this. Hanna

My favorite is EchoEcho.Com's FLOATING LAYER script but, there is also something like that here at Dynamic Drive - Floating Menu Script. Both of these are primarily for menus but, any content may be used.
