Pausing RSS scroller not showing Hebrew

3) The scroller functionality works fine on my site, but the RSS XML i have is in Hebrew and its showing in gibbrish. You can view this at "http://doronlevi.com/index.php" on the right hand side of the website. How do I fix this?
I made this change in the code: var $default_cp = 'windows-1255';
