In practice I think almost no-one does. Sites should degrade gracefully though.
Many agents do, not least of whom are search engines.

Bad webdesigners are the reason... things like no right click, automatic refreshing, pop ups, and annoying FX on the page like trailing images on the cursor. Or broken scripts or those that take too many system resources.
And as twey says, some browsers just don't allow it, such as some mobile devices.
