Trying to create an external menu

I now almost have the perfect page layout. With the help of people I have most of it completed now and displaying the way it should look.
Now what I need to know is if some one knows how I can make the menu external?
Every thing else on my page is external including the footer and header.
You'll see when you look at the source code it says menu start here and it says menu ends here in comment tags. That's the menu I am talking about.

Note: I have tried using SSI but it seems to be that the file I want to include into the document needs to be in the same folder as the SSI document.
I need a solution where I can refure to my exernal document no matter what folder I place it in.

I found a tool to convert all of my html documents for me and it works great, never have to learn how to write any simple java scripts.
