I'm not sure what the best way is to create this...

I was thinking of using Flash but don't want to worry about viewers having and incorrect version of the flash player or an issue with load time. Is there a way to create a menu/list with XML so it can be easily updated? I also want to have the image load with out having to refresh the entire webpage.
