I don't use acrobat; but I might be able to get you started:

1. Are you trying to make a new pdf or modify an existing one?
If it's new, I say just convert it before saving as a pdf.
If it's existing:
2. Is this photos or text and other non-pixel data?
If it's photos, do a screen capture and convert the images in a graphics application.
If text, just change the colors.

Do you need a pdf as output or just want the material in black and white?

There may be another option for doing exactly what you want (though I doubt it, that there is specifically a monochrome tool), but the methods above will work either way.
