IFrame SSI script II - Not able to overlay javascript menu

3) Describe problem: I am attempting to wrap my top menu in an iframe to clean up both the amount of code, and for the cache of my pages to be nice and clean for search engines, bringing the relevant body text up. Since I have several departments in my top drop down menus, I chose to iframe the entire top drop down menu.

The iframe script works for the main images that start each drop down, but the drop down list pushes the content down the page because my department list is long. Here is a live example http://www.westsideintltravel.com/template.asp

Do you know of a way that I can overlay the drop down list like I have done with my javascript top menu drop downs here http://www.westsideintltravel.com/ but wrap the entire top menu in an iframe?
