Editable Tooltip window?

I'm looking for a script that will allow a user to click Note icon and have a tooltip type bubble open up that has an editable textarea on it so the user can add a quick note and then save.

Is this possible, have a user click a icon to show a quick note edit box and close after save or cancel is pressed.

Would you like the tooltip message to be saved in a cookie or just for the visiting session? I've done this with a button and a cookie before and it worked. Also, could you describe it a little more? I'm willing to help you.
