hey any one know how to change the looks of scroll bar and dropdown list arrow in text area and select inside form tag so that it looks same in all the browsers.

There is a way, but it will not work in FF (and probably other browsers). It's not a good idea to try to change the scroll bars in any way, since many users choose the appearance and size of their scroll bars to fit their needs. That is why FF will not accept that. I guess if you really want to do it so it works in all browsers, you will have to hide the browser scroll bars and instead make your own using javascript.
