    Default IE z-index problem

Ok, initial problem is fixed, IE no longer does the weird resize thing, but there is one final thing I can't get to work which is probably related to "z-index" somehow, but after my attempts I've not been able to fix the problem, works in FF and Opera though.

The image of the map on the right of the page should be "behind" the text, as to not obscure it, but I can't seem to fix the problem, CSS attached.
