can any one help me Download the offline version of
htaccess Password Generator
it avaiable on here : http://tools.dynamicdrive.com/password/

But i cant use it offline

There is no offline version. The page uses server-side scripting, which requires that you use it on a webserver.

As Twey mentions, unfortunately this is an online tool that runs on the web server. It is only accessible through the DD web site.

I have Tomcat installed on my System and i can also install ISS
can Your Guys Please Assist and can u also tell me what is the backend software used ??

You'll have to install PHP on a webserver (Tomcat is primarily a servlet container) and ask the author (ddadmin) for the PHP source.
