Choppy/Slow Flash

I have a flash animation that is a lot of photoshop layers. I exported each layer as a png and animated it in flash, but I find when I play it back the more layers that fall into place the slower the animation gets at the end.

I have the fps set to 31 and have tried lowering the jpg quality when exporting to even as low as 70 but I still find near the end the tweens are slow like my computer is struggling to play it.

Does anyone have any suggestions or recommendations?

Are you preloading? If not, that might help. How many .png files are you importing?

Yes there is a preloader that runs to 98% of the animation then it starts to play, there are 23 pngs being used in the animation.
