Fireworks Rollover Button Links external Javascript file

1. Are the rollover buttons such as a Navigation bar created in Fireworks done by Javascript (or converted to Javascript)?

2. If so can they be put into a external Javascript file?

Usually navigation bars are created purely through javascript, and then they make there own images with a program... Perhaps Fireworks.

Every single javascript that is a internal piece, can be moved to an external piece.
