overlap all?

I got 2 iframes [1][2] but iframe1 is a suckertree menu so I made it overlap iframe2 for the submenus to show. Now here's the problem: in a page of iframe2, there's a link covered by iframe1 so the link won't work. I was wondering if there's a command like "overlap all" for the link to appear on top of both frames?
