Tabs Menu (mouseover)

I have a <DIV> named "subnav" which holds at static subnav menu and I want the Tabs Menu <DIV> named "describe" (same size and position) to appear over the top of it. It works with one little glitch. No matter what I do, I can't seem to get "describe" to appear with a background that will hide the text in "subnav" when the text in "describe" appears.

What do the "layer" and "ilayer" lines in the program do?
