I want to send a newsletter through a form submission of "an email html form field and a subscribute button", in php/mysql, well what to do ? After enter the email address in the database (I know this) what follows if I want to send one ?

The simple answer is to process it. The correct answer would depend on your mail setup, your retrieval of the data and error control. Some considerations:
Do you have a mailserver?
Is your newletter send on submission or automatic?
Who fills the database?
