I am in the process of converting a static local government site into a dynamic site using some sort of open source CMS. Which CMS do you guys think would be best for a small local gov site that a none techi can maintain?
Many small and large government agencies (the California governor's and first lady's site come to mind right away) use ExpressionEngine. It's also my default CMS for all of my client work. You should give it a look.
I prefer Drupal. I guess it's really just about personal preference.

Id say joomla 1.5... Its great. But like Nyne said... Its all about personal preference. So go to opensourcecms.com and check out those cms'es
