Question cursor effects...how do I get it to show

I am using the elastic mouse effect and it is loading yet it loads behind all other content. I am new to code of any sort and do not know how to reposition the mouse effect (cursor displays fine) so that it is always visible.
Any help would be great, thanks

    Here's a good list DTD.

    Something within the lines of:
    Code:
    <!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01//EN"
See if removing the DTD makes your code works, and if still not working, up your code here. Just surround it with the [code][/code] of the forum.
