Tagging script with friends and user management I use is here http://taghim.com/taghim/v251users/ personally use it on seeyousurf.com which is in ASP.net/MSSQL that is opening soon and clubberschoice.com.au on PHP/mysql.
This script is exactly like the facebook one so you can type user name and list redused if there is a match if no user in the list that it should be posibility to enter email to send him notification.

another possibility to order script from freelance programmer will cost you around the same but amount of features will be much less

Hi, I found an interesting website with tagging photo scripting at:

It is nice and clean where user just simply tags a message in the textbox by clicking on the photo! Cool!!
