Cross browser marquee Doesn't show up

On a page that contains
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/loose.dtd">
The cross browser Marquee doesn't show up. When I remove that from the page, the marquee shows up fine. Any idea as to why?

Well, is it possible that you can use any other thing than that document type? If you can't I suggest using an iframe(although no one likes those.).
