What you can do is create a new layer. Put the color. Make lines, boxes, and circles, what ever you want. Then give the layer opacity then flatten the layer.

usually in photoshop or paint.net. you would as nile said add a new layer, and on this layer, draw a line or box in a semi-transparent color.

I thought there was some kinda pre-made pattern for this, so I just apply the pattern and I am done. no?

Default PS Brushes, Playing w/ Opacity...

If you have photoshop, you could find a brush that has something like that, or you could create one. A good site for brushes would be deviantart. Or you could manually created squares and lines and then play with the opacity.

For that sort of work, I'd suggest using the shapes tool(s) in photoshop, or something similar in something else. Boxes are easy and so are lines.
