Web players to stream audio definitely exist (or can be created) but it depends on how the content is being distributed (type of feed, file format, etc...).
To cycle through a bunch of audio streams...I haven't seen a freely available player like that. I'm not sure if that could be done with any of the media player (WMV, Quicktime, real player, etc...). It can be done in flash, if you want to get into learning ActionScript (or pay someone else to do it).
