    <!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
    <html xmlns="http://www.w3.org/1999/xhtml" xml:lang="en" lang="en">
    <head>
    <title>Compact CSS Template</title>
    <meta http-equiv="content-type" content="text/html; charset=windows-1250" />
    is not valid!

    you are receiving a false positive from the validator because you are parsing the page as HTML not XHTML. and since IE doesnt support XHTML you shouldn't be using the transitional DOCTYPE either, instead look into HTML 4.01 Strict

    Now that the website is HTML 4.0 valid, perhaps you should edit the title of the post so you do not mis-lead anyone.
