Default Make div cover whole content vertically

    Hi,

I have a test file - this is the link. All of the codes are inside and can be seen with view source.

What I've been trying for several hours to do is:
    1. To make the Div with blue background to cover the whole content.
    2. To make the Div with white background, black border to cover the 2 boxes inside
    3. To make the 2 boxes with "Test Rebate.." to align center horizontally inside the Div with black border.

All my efforts were in vain. Why things just get collapased?
    Thanks for your help/input!

    Default

By collapsed I mean the Div doesn't extend vertically to hold the whole content.
    I view it with IE6, 7, and FF 2.
    Thanks!

I also put the screenshot of what I want to have on the same page.
