i would like to create a comment box at the end of certain text. can someone point me in the right direction.

would that one allow my visitors to be able to sign their name and e-mail address before making a comment, like the one at the bottom of the same page.thanks

is the one at the bottom of that page javascript. to do what i stated do i need javascript.

i am unable to use php because of the type of hosting plan i have. Is there someway i can use javascript?

Javascript cannot store data in a file or database. You would need to use a server side language (such as php, asp, etc). You could look into using a free service (I'm sure there are some on the web that you could find) that would require you to just put an iframe on your website pointing to this service.
