link as folder path

Hey people, I've been wondering about this for years now, just curious how are people able to do the following:

Make:
http://www.google.com/profile.php
as
http://www.google.com/?s=profile

They like make it so the link it goes to is a folder, is this to do with the htaccess? If so can someone tell me on how to do this re-direct thing?
