Need Help for Snow Effect when onMouseOver Please!

Hi,

Could anyone kindly help me on my issue please?

Since I have no knowledge about programming at all (or could say that only a little bit) and want to create my website.

I would like to have the snow effect for my website menus when I move the mouse over them. I have been trying to do by myself for the whole week, unfortunately I can't do it. So I am seeking for help from people here.)

In the forum I can only find about creating snow effect coding, but I can't get it work with my case.

I have Attached files of my website as well.
