Fixed Tooltip script -- positioning tooltip over link

3) Describe problem:
I'm trying to edit the script so that the box covers the link when I hover my mouse over it. I changed the offsets so that happens, but because my mouse is now hovering the tooltip, not the link, the tool tip closes. Is there a way that the tooltip could be considered part of the link, so it doesn't close?

Basically, I'm just trying to make an exact copy the green tooltip at http://www.go2web20.net/, but without flash. It's a lot harder than I thought it would be...
