What seems to be happening is that <div id="primaryContent">. . . </div> is duplicating itself right underneath my blue comments box, and it is very annoying to me.

It happens to some pages while not others, seemingly at random. There is nothing special embedded in the pages that are acting up that is any different than any other page. Although it seems that within the 'duplicated' DIV certain css encoding is disabled, for instance the a:hover effect does not occur when rolling over a link.
