Ajax include not working on IE

3) Describe problem:
im using this nifty code for headers and footers on an all html site (couldnt use php) and all was fine untill i discovered its not working in internet explorer (on mac and PC!)
im at a complete loss here as to why....does anyone have any idea??

In IE, Ajax scripts are only run when you view the page online. Does this problem only occur when you run your page offline (locally), or online as well?

i also notice the image is missing so this could be another problem alltogether...

im running a javascript menu also, do they mess with each other?
