Resize Iframe verticle scrollbar

I'd like to resize the iframe vertical scrollbar to fill a larger space. Suggestions I've read in this forum haven't worked for me. Please include with suggestions definite location of where the scroll script information should go. Is it in the external css script or the .js script or on the html page itself.

UPDATE: It seems there seems to be some success. Not sure how, but i will keep this post here for those who wish to explore.
